VISION,MISSION GOALS &OBJECTIVES

Goal:
To support members in the achievement of the objectives of the Association and in their contribution to national health outcomes.

Strategic Objectives

    To coordinate network activities

    To support members to improve the performance of their health systems

     Promote the collective interest of the members and constituents of CHAG

     Develop and sustain the Secretariat

 

Functions of the Secretariat:

   To Provide and facilitate capacity and resource support to Member Institutions.

    To undertake Lobbying and Advocacy support on behalf of members.

    To undertake resource Mobilization for the Network.

   To undertake networking and Public Relations activities.

   To contribute to and Translate Health and Public Policies to members.

   To monitor and evaluate the Network Activities.



The Secretariat is Responsible for:

    Facilitating the activities of the network and ensure that they are kept in tune with the national health objectives.

    Influencing the development of Government Policies that are favourable to the objectives of the network

    Facilitate equitable distribution of Resources to members of the network

    Facilitate service provision and delivery capacity-improvement for members of the network

    Facilitate the enhancement of good public image for the network

    Facilitate and ensure the adherence to national health and public policies

    Monitor the achievement of targets and identify best practices for dissemination.

GUIDING PRINCIPLES
In recognition of the structure of CHAG and the expected and evolving roles and responsibilities of the secretariat, the following principles guide how the secretariat operates:

Global Thinking: Orientation and alignment of activities of CHAG at all levels to support the achievement of desired national health outcomes.

Local Action: Design of interventions that respect the autonomy of members, secures their ownership, recognises local context and the fact that they are best able to appreciate and implement interventions at their respective level of operation.

Facilitation and empowerment: The secretariat itself does not implement interventions directly benefitting the population; rather it facilitates and empowers member institutions to acquire the requisite skills.

Monitoring for performance improvement: Analysing and interpreting data with the intent to continuously improve performance and impact.

Global Thinking: This involves the orientation and alignment of member institutions to desired national health outcomes. This involves the creation of heightened awareness among members on the need to focus their efforts towards supporting the achievement of targets of specific national health outcomes and desired impact in addition to identified locally specific health needs.

Local Action: This is involves the design of interventions that secure, ownership recognises local context with implementation responsibilities at the respective level of operation. CHAG recognises and subscribes to the school of thought that there are best principles but its practice or implementation is dependent on the context [geography, disease burden, resource availability, skills and expertise, socio-cultural, economic dynamics] in which the principle is to be applied. To this end the secretariat supports members in the development of their capacity to appreciate the principles required for effective and efficient service delivery as well as the skills to recognise and apply the relevant principle in their peculiar context.

Facilitation and empowerment: This involves supporting members to better understand the environment they operate in and take decisions to improve. In supporting the organisational capacity development of members through the provision of technical support, the secretariat is mindful that its role is to facilitate and empower members to take ownership of their destiny and achievement of optimal results.

Monitoring for performance improvement: This involves managing performance with the intent towards continuous improvement. Monitoring activities of the CHAG secretariat and members enable the measurement of the contribution of members to the achievements of national health outcomes. It is done through self, peer and extern al assessments of performance across all levels of CHAG. Lessons learnt from interventions are generated, documented and disseminated.


FUNCTIONAL UNITS OF THE SECRETARIAT

    Operations

Responsible for the general administration of the Secretariat. The unit has two sub-divisions namely Internal Affairs which is responsible for handling all internal issues of the Secretariat and also the Member Support Unit which is also responsible to providing the needed administrative support to the members of the Secretariat as well as secretarial services to the Secretariat. The unit is headed by an Operations Manager who oversees the work of the two units.

    Technical Support Unit

This is unit is responsible for the provision of technical support to all members of the Association. The services provided ranges from Health Financing, Health Insurance, Community systems strengthening, health service delivery, leadership & governance, human resources management as well as HIV/AIDS project. The unit is headed by a Principal Technical Advisor who is supported by a Senior Technical Advisor and two technical advisors.

    Finance Unit

The finance unit of the Secretariat over sees all the financial administration of the Secretariat. The unit is headed by a Finance Manager.
